Is there an opera storyline where the tenor is a very evil character??? The tenor as ruthless villian, without any social/personal redeeming facets???

Yes, there are such opera's. For instance in Verdi's Rigoletto, the Duke of Mantua. He seduces women without caring for the results. But there must be many more. A real villain...I don't know at this moment, but there are tenors that kill too, like Don José in Carmen. But it's true, there are often stereotypes of good and evil characters.
